The CNP aims for the rehabilitation of patients suffering from mental disorders through the adoption of an integrated and community psychiatry model; it implements public policies for the promotion and prevention of mental health; it acts as a reference center in the field of professional training and research in psychiatry.* The Medical Direction is recruiting, within the Adult department, to lead the Emergency, Liaison, Hospital (ULH) units. Chief of Service Physician - Emergency Liaison Hospital In a duo with the head nurse of the service and under the supervision of the department's medico-nursing duo, you will ensure the clinical, organizational, and medico-economic management of your service. As both a clinical leader, manager, and strategic actor, you will contribute to the development of services, the quality of care, and the evolution of practices for the benefit of patients and teams. The ULH service brings together the Centre d'Urgences Psychiatriques (CUP), the liaison psychiatry unit, and three hospitalization units in Préfargier, offering coordinated and continuous care, from acute crisis to hospitalization and then return to the care network. The CUP, composed of a multidisciplinary team of approximately 26 FTE, ensures the evaluation and management of psychiatric emergencies at the Neuchâtel and La Chaux-de-Fonds sites. It allows for a rapid response to crisis situations and short-term outpatient follow-up. The liaison psychiatry unit, with approximately 10 multidisciplinary FTE, intervenes with patients hospitalized in the somatic services of the RHNe or followed in the care network. It provides psychiatric expertise at the interface between physical health and mental health and supports hospital teams in complex situations. The three hospitalization units, each counting approximately 25 multidisciplinary FTE and a total of 59 beds, welcome patients requiring inpatient care. With more than 110 multidisciplinary professionals, the ULH service constitutes a rich and formative clinical environment, covering the entire spectrum of acute, hospital, and liaison psychiatry. As part of your function, you will be required to: Clinical leadership and service development • Define and implement the clinical vision of the service in coherence with the institutional strategy. • Guarantee the quality, safety, and relevance of the care delivered. • Develop services according to the needs of the population and the evolution of good psychiatric practices. • Promote the continuity and fluidity of patient pathways in collaboration with internal and external partners. Management and governance • Manage the operation of the service in a duo with the head nurse of the service. • Unify teams around a common vision and shared objectives. • Accompany managers and collaborators in their professional development. • Promote a working environment that favors engagement, interprofessional collaboration, and well-being at work. Resource management and steering • Ensure the monitoring of activity, indicators, and medico-economic objectives. • Ensure the valorization and billing of clinical services. • Participate in the preparation and monitoring of the service budget. • Identify and implement the measures necessary to achieve institutional objectives. Training and research • Ensure the supervision and postgraduate training of the service physicians. • Contribute to the maintenance and development of the skills of the medico-nursing teams. • Encourage clinical research projects in collaboration with academic partners and the IFRSM. The required competencies for this position are as follows: • Federal diploma of physician or title recognized by MEBEKO. • FMH specialist title in Psychiatry and Psychotherapy or title deemed equivalent. • Confirmed experience of at least three years in a leadership function of a service or a psychiatry unit of similar size. • Training in management, leadership, or equivalent experience. • Good knowledge of the Swiss health system and its challenges. • Demonstrated ability to lead multidisciplinary teams and drive change. • Excellent relational, organizational, and decision-making skills.
