L’Association Régionale d’Action S Quality Management System (QMS) Manager The Association Régionale d’Action Sociale (ARAS) Jura–Nord vaudois groups 73 communes - for a population of approx. 96’730 inhabitants - which have united to offer the population a service platform related to social and family affairs. Our service for Child Daycare (AJE) based in Orbe brings together nearly 700 collaborators across more than 34 collective childcare structures and an important family childcare sector (approximately 150 family-based caregivers distributed across three regions). As part of the development of its quality approach and the structuring of its processes, this service is creating a new position as: Quality Management System (QMS) Manager General Mission Directly reporting to the AJE Management, the Quality Management System (QMS) Manager's missions are to design, implement, and steer the quality approach and risk management of the AJE service. In compliance with institutional challenges, he/she defines and deploys a QMS aimed at guaranteeing the quality, safety, and continuity of services offered to children and families. In close collaboration with the relevant internal stakeholders, he/she structures the key processes of the service, whether they are operational, HR, or financial. Furthermore, he/she implements the corresponding monitoring and evaluation tools and accompanies teams in the appropriation of best practices. In support of the AJE operational management, he/she contributes to the definition and monitoring of steering indicators. He/she steers continuous improvement plans, supports risk prevention and management, and contributes to the service's compliance with legal and institutional requirements. He/she organizes and structures process management by defining the owners of the master processes, document management, and their updates in collaboration with operations. Finally, he/she participates in anchoring a shared culture of quality by facilitating participatory approaches in this framework. Desired Profile You benefit from tertiary education, ideally supplemented by training in quality management, project management, and/or ISO standards, such as a CAS, DAS, or MAS in Quality & Strategy Management or training deemed equivalent. You have proven experience in implementing or steering a quality system, ideally in the social, educational, parapublic, or public sector. You are familiar with the field of child daycare, its legal framework, and its cantonal requirements, or are able to familiarize yourself with them quickly. You master the main quality tools, including process mapping, dashboards, steering indicators, risk management, and document management, ideally via a DMS software. You are accustomed to leading cross-functional projects, facilitating working groups, and managing change with method, diplomacy, and a sense of collaboration. Experience in occupational health and safety management as well as knowledge of the CFST standard represent assets.
