IT Portfolio Manager Bern, Switzerland (and home office) | 80-100% Your contribution Manage and follow autonomously complex procurement projects in the software and IT services sector, with particular attention to the management of software, licenses and Microsoft contracts; provide consultancy to requesting services of the Federal Administration on public procurement and commercial issues relating to software and licenses Constantly analyze and develop the portfolio strategy according to market trends; manage framework contracts and agreements on existing conditions as well as evaluate issues relating to technical licensing problems, procurement legislation and commercial aspects in the Microsoft environment, in coordination with internal services and external partners Conduct negotiations with suppliers in the context of purchases, contractual adjustments and claims, considering legal, commercial and licensing aspects Analyze and aggregate the needs of the Federal Administration, develop sustainable and economically efficient procurement solutions and coordinate collaboration with manufacturers and distributors Prepare decision bases, reports and evaluations intended for internal interlocutors and further develop processes and methods in the management of software, licenses and contracts What distinguishes you University degree in business administration, business informatics or informatics or equivalent training as well as several years of experience in the commercial management of contracts and licenses or in the public procurement sector Experience with contractual, licensing and distribution models of international software manufacturers, in particular Microsoft (e.g. volume licensing programs in the enterprise field) Experience in collaborating with software manufacturers, resellers or IT service providers Negotiation skills, analytical and structured working method as well as interest in complex topics situated between public procurement, legal service and consultancy to suppliers and clients Good active knowledge of at least one second official language In summary Within the central IT procurement service of the Federal Administration, you will be responsible for commercial assistance and the coordination of issues relating to software and licenses, with particular attention to Microsoft products. In this role, you will operate at the crossroads of public procurement, contract management, requesting services and external partners.
