The field of External Relations and Communication, under the responsibility of the service de la chancellerie, has the mission to steer and coordinate the external policy of the canton and to contribute to the defense of its interests and its influence.

Your missions
Integrated within a small team, you contribute to the implementation of the external policy of the Conseil d’État and the cantonal administration at regional, intercantonal, national and transboundary levels.
By following political and institutional developments, your analyses support the general secretariats and the decisions of the Conseil d’État. You support the work of several extra-cantonal representations and prepare meetings with the head of department representing the Conseil d’État. Your political sense and strategic vision allow you to develop innovative proposals and to contribute actively to the activities of the relevant bodies at the federal, intercantonal and transboundary levels.
Your function leads you to take a close interest in political news, to maintain relations with the Neuchâtel delegation in the Federal Chambers and to develop a network within the federal Berne. Your expertise allows you to design and implement lobbying actions on the priority projects of the Conseil d’État.
You are also comfortable in the design and organization of institutional events, meetings and receptions, and supervise their smooth running. Your sense of institutional communication contributes to the implementation of the sector's communication and allows you to ensure the quality and consistency of the disseminated content.

Your profile
You hold a university master's degree in political science or an equivalent training. Your professional experience of a few years reveals a marked interest in the public sector, federal politics or event organization. You have very good knowledge of cantonal and national political institutions.
Diplomatic, you know how to maintain constructive relations with elected officials, respecting the roles of each.
You like to take on responsibilities and initiatives while fully assuming them. Comfortable in individual work as well as in team collaboration, you demonstrate flexibility in your way of working.
You negotiate naturally, appreciate developing your network and demonstrate great discretion.
Reliable, you are able to evolve in complex environments and under pressure. The function requires intervening sometimes outside of usual hours. You have very good knowledge of German (oral and written) and good knowledge of English (oral and written).
