Leading the transformation of the Operations domain for national roads in the cantons of Vaud, Fribourg and Geneva particularly motivates you? SIERA is an autonomous public law establishment (employment contract State of Vaud), which manages the routine maintenance of the motorway network of the cantons of Fribourg, Geneva and Vaud on behalf of OFROU. This network extends over 302 km, which makes it the largest Territorial Unit among the 11 Swiss UTs. This autonomous public law establishment is based on an intercantonal convention approved by the cantonal parliaments of the 3 concordant cantons. The management of SIERA is based in Morges, to which 180 employees are attached, distributed across 4 main centers and 4 support centers for its operations, 3 EES centers for the management of electrical safety equipment and 1 garage workshop for the maintenance of the vehicle fleet. Responsibilities * Direct the activities of the Operations domain (maintenance, projects, safety of the network and users etc.) and coordinate the four maintenance centers of the cantons of Fribourg, Geneva and Vaud. Manage a team of approximately 140 employees, including 6 direct reports. * Lead the development of the Operations domain and design its HR strategy. Support management and the cantons on key files. * Modernize tools, develop and harmonize processes and procedures, while ensuring the resolution of field issues and developing synergies between the maintenance centers. * Optimize the use of financial resources in compliance with rules (public procurement, OFROU/VSS standards, SST and environment). * Elaborate service contracts (OFROU and cantons), supervise budgets, lead cost control by product and ensure technical reporting. * Represent the Operations domain internally or externally within the cantons of Fribourg, Geneva and Vaud. Qualifications * Engineering degree (or equivalent) in civil engineering or any other field useful to the function. Additional training (CAS) in management represents a strong asset. * At least 10 years of experience in the field of infrastructure maintenance or similar. Experience in business management or of a unit/department is expected (strategic, operational and financial management). * At least 5 years of experience in significant team management. * Good knowledge of cantonal and federal institutions and legal frameworks, as well as the technical standards of its domain. * Ease and interest in digital tools, with an approach oriented towards efficiency and continuous improvement. * Organizational and transversal vision. Ability to analyze, harmonize and optimize existing procedures and processes. * Excellent communication and organizational skills. Proactive and ability to take initiative. * Good oral understanding of German expected. * Driver's license (category B) indispensable. Why join the State of Vaud?
