Climate Plan Project Manager

Job description ## The Territorial Organization Unit (UOT) of the Directorate General for Social Cohesion (DGCS) contributes to the reflection and management of the organization of social services within the cantonal territory. It analyzes the needs of the different regions, coordinates the relevant actors, and supports the implementation and evolution of social systems, ensuring their coherence and accessibility for the population. Its mission is also to ensure a coherent transverse vision for the real estate portfolio subsidized by the DGCS, which includes notably medico-social accommodation (EMS, EPSM, ESE) and workshops with a productive vocation, representing approximately 400 buildings managed by 250 partners. In order to lead an ambitious project aiming to establish a strategy for energy upgrading and adaptation to the consequences of climate change for the real estate portfolio of the socio-sanitary structure, the Territorial Organization Unit (UOT) is looking for a Climate Plan Project Manager. For further information, please consult the job description by clicking here or contact Mr. Mathieu Capcarrère, Strategic Advisor, at the email address: dgcs.recrutement@vd.ch Responsibilities ## • Structure and implement phase 1 of the DSAS-1 project of the 2nd generation Vaud climate plan, working to conduct an inventory of the real estate portfolio housing vulnerable populations and subsidized by the DGCS. • Lead phase 1 of the DSAS-1 project of the Vaud climate plan (EMPD 24 LEG 168) and ensure its progress according to the planned schedule and the dedicated budget. • Advise, inform, and support external contractors, internal interlocutors, and partners involved in the DSAS-1 project of the Vaud climate plan. • Initiate and lead phase 2 of the DSAS-1 project of the Vaud climate plan by defining and implementing one or more pilot projects related to energy transition, sustainability, and climate, based on the results and analyses of phase 1. • Co-construct reflections with the UOT team on issues of energy transition, sustainability, and climate, and be an active stakeholder in the collective reflections of the team and the department on these themes. Qualifications ## • EPF Master's in architecture or engineering, or a degree deemed equivalent, required. • Training in project management desired. • Training in real estate portfolio analysis required. • Training in energy transition expertise is an asset. • Minimum of 8 years of professional experience in multidisciplinary team coordination and project management. • Solid knowledge of competitive bidding procedures according to public procurement laws. • Good skills in the organization of mandate awards. • Sense of responsibility and public service ethics. • Capacity for organization, time management, adaptation, and flexibility. • Listening and communication. • Good oral expression and a spirit of mutual aid and collaboration. • Global vision and sense of perspective.
