As a competence center for digital transformation in criminal justice, HIS Schweiz provides supportive assistance to all authorities and stakeholders in the criminal justice chain (police, public prosecutor's office, court, corrections).
With a team of currently around 25 people, we accompany the Confederation, Cantons, and authorities on the path to digitalization and standardization – from consulting to implementation. In doing so, we create the foundation to move step by step from paper-intensive working methods to electronic legal transactions and to realize the vision of fully digitalized work in criminal proceedings.

We are looking for, initially fixed-term until the end of 2029 (extension is intended), a dedicated person as

Technical Project Lead (80–100 %)

In this function, you will lead the technical sub-project of the electronic corrections files (eJVAkte) with your technical know-how and your project management competence. You will develop sound decision-making bases and manage the implementation from a technical-professional perspective. You will consistently orient yourself towards the principles of quality and interoperability, keep risks, requirements, and the concerns of the various stakeholders in view, and ensure transparent communication.

Actively shape the electronic corrections files with us and thus the digital transformation of Swiss corrections.

What you will achieve

  • You are responsible for the technical sub-project of the eJVAkte, advise the overall project management on technical questions, and prepare decision-making bases, effort estimates, and risk assessments.
  • You further develop the technical target, integration, and interface architecture of the eVJAkte and develop solution variants, concepts, and technical target images.
  • You coordinate the technical requirements with suppliers of specialist applications, DMS, and other subsystem and parties.
  • You manage Proof of Concepts, pilot projects, and technical tests, accompany the rollout, and ensure successful transition into operation.
  • You assess offers and implementation proposals, participate in tenders, procurements, and contract basics, and ensure viable, sustainable solutions.
  • You support the development and further development of technical standards, for example, in the eCH environment.

What characterizes you

  • University degree in computer science, business informatics, or engineering (FH/Uni), supplemented by further training or certifications in project management, for example, HERMES
  • Several years of experience in leading sub-projects, handling complex technical issues in digitalization, integration, or transformation projects, as well as in the development of technical concepts
  • Sound knowledge of interface architectures, APIs, and integration platforms as well as cloud, on-premise, and hybrid architectures
  • Experience in working with different stakeholders and suppliers; knowledge of public administration as well as the justice, security, or federal environment is an advantage
  • Structured, analytical, and solution-oriented way of working, strong communication and coordination skills, as well as the ability to convey complex contexts understandably and to conduct negotiations confidently
  • Very good German skills in speaking and writing (C1/C2) and good French skills (B2); Italian skills are an advantage

What we offer you

  • A meaningful, versatile task at the interface of IT, justice, and politics
  • Independent work in a dedicated, interdisciplinary team
  • Flexible working hours and the possibility to work from home
  • Centrally located workplace within walking distance of Bern station
  • Progressive employment conditions and attractive social benefits, oriented towards the regulations of the Canton of Bern
  • Further training is actively promoted, as it is important to us to keep knowledge up to date
