Job Description ##

The Direction générale de l-enfance et de la jeunesse (DGEJ) implements the cantonal policy for children and youth, structured around three missions: prevention, protection, and participation. It guarantees children and young people in the canton support adapted to their needs, particularly when their development or safety is threatened.

As director of the Organization and Transversality pole, you will combine a strong transversal vision with a solid organizational capacity, and lead the general directorate's support functions - legal support, finance, systems and organization, central secretariat - in the service of the quality and continuity of services provided to children and families in the canton.

Responsibilities ##

• Guarantee the quality and continuity of the services that your pole provides to all offices and units of the DGEJ - legal support, finance, systems and organization, central secretariat - by defining, with your unit managers, priorities and arbitrating resources and deadlines;
• Direct the pole on a daily basis: establish a participatory and constructive working dynamic, support your teams in their development, participate in recruitments and budget preparation, and collaborate closely with the heads of office to advance professional practices;
• Guarantee the governance and consistency of the documentary base, processes, and transversal tools of the DGEJ, by ensuring their updating, accessibility, and the rapid identification of friction points to be corrected;
• Sit on the Board of Directors and the Operations Board to contribute, in your field of expertise, to the strategic and operational management of the service - by preparing substantiated files, being proactive, and ensuring the circulation of useful information;
• Act as the link between the general directorate, the business entities, and the support functions, by smoothing the flow of information and facilitating necessary arbitrations;
• Take charge of organizational and transformation projects entrusted by the general directorate, assume the role of owner of the transversal processes assigned to you, and represent the field to the cantonal organizational advisory body and external partners.

Qualifications ##

• University Master's degree or diploma from a higher education institution, or a title deemed equivalent, in a field useful to the function;
• Additional training in management, organizational leadership, public management, change management, or management of complex projects;
• Confirmed professional experience of at least 8 years in a leadership, domain management, transversal coordination, or management of support activities function, ideally acquired within a public administration or a complex organization;
• Global vision and sense of perspective, excellent analysis and synthesis skills, strong writing skills and ease with oral communication;
• Assertive leadership, spirit of decision and determination, sense of delegation and control, self-control in stress management;
• Ability in conflict management, listening, and communication;
• Sense of responsibility and public service ethics, capacity for adaptation and flexibility.
