Financial Manager Job Description As a financial manager, you will actively participate in the financial management of the Direction générale des ressources humaines (DGRH) and contribute to the monitoring of staff numbers as well as the control of the payroll of the Administration Cantonale Vaudoise (ACV), with a constant focus on budgetary rigor, good governance, and continuous improvement. Responsibilities Lead the finance sector of the service (composed of 3 people) Ensure the monitoring of the variation in staff numbers and the payroll of the ACV (determination and supervision of analyses for objects presented to the Conseil d'Etat, drafting proposals to the Conseil d'Etat, advising and accompanying the HR and financial functions of the various departments and services of the State, ensuring the follow-up of recommendations to the Contrôle cantonal des finances, providing decision-making analyses to management, formulating recommendations, etc.) and represent the service in this field externally. Lead all processes related to the quantitative HR data of the ACV during the ACV budgetary process (projection of salaries and new positions) in collaboration with the Service d'analyse et de gestion financière (SAGEFI) Supervise the management of the service's finances, current accounts related to social insurance and maintain the internal control system (SCI) of the DGRH Initiate or participate in transversal processes or projects aimed at continuous improvement within the DGRH. Qualifications Master's in economic sciences, HES Diploma or a curriculum deemed equivalent Confirmed experience of a minimum of 8 years as a financial manager or manager within a Swiss organization Confirmed practice of budgetary processes, reporting, management of complex files and, ideally, knowledge of public finance, payroll management and social insurance Excellent command of IT tools and SAP user experience Great rigor, excellent analytical and synthesis skills and solid writing skills Sense of responsibility, good stress management and reliability in a demanding environment Strict respect for confidentiality and sense of discretion Flexibility, determination and ability to successfully carry out strategic missions Resolutely collaborative spirit and ease in interacting with a wide diversity of interlocutors Dynamic, proactive, curious personality, with a positive spirit.
