Financial Analyst

Job Description ## As a financial analyst within the Operational Financial Management (GFO) division of SAGEFI, you play a key role in the financial steering of the administration. In this capacity, you are responsible for the coordination and monitoring of the budget preparation process as well as the financial forecasts of several departments. Through your expertise, you contribute to guaranteeing the quality of financial analyses and support management in their decision-making. You also participate in the development of the service's positions on files with financial implications submitted to the Conseil d'État. As a recognized interlocutor, you represent SAGEFI within working groups and projects, notably in the context of the evolutions of the SIF-SAP financial information system. You work under the supervision of the head of the GFO division and collaborate with departmental financial units as well as the financial managers of the services. This fixed-term contract constitutes an opportunity to join a service occupying a central position in the management of the canton's finances. In the medium term, opportunities for permanent employment (CDI) recruitment may arise. Responsibilities ## • Steering the budgetary procedure of the departments and services for which the Analyst has responsibility. • Coordinating, in collaboration with the Departmental Financial Managers, the administrative monitoring and the preparation of the budget of the departments and services. • Analyzing the variances of the submitted budget versions compared to budgetary objectives, preparing the synthesis for the attention of the Conseil d'Etat and proposing paths for budgetary improvement. • Analyzing and consolidating data from monthly and quarterly monitoring to establish the annual forecasts of the departments and services. • Analyzing files with financial implications within the framework of the execution of the operating budget (additional credits, credit carry-overs) and drafting proposals for SAGEFI's position (determinations). • Analyzing files related to investment projects (Exposé des motifs et projet de décret - EMPD) or new laws (Exposé des motifs et projet de loi - EMPL) and drafting proposals for SAGEFI's position (determinations). • Participating in the development of tables or presentation boards for proposals to the Conseil d'Etat (PCE) or the EMPD/L drafted by the division and the press conference of the budget project. • Analyzing issues related to investment projects (EMPD) and draft laws (EMPL) as well as proposing solutions within the framework of working groups. • Leading projects related to the objectives of the division, notably within the framework of the development of the SIF-SAP financial information system. Qualifications ## • Holder of a Master/Bachelor in economic sciences or HES diploma or Federal Diploma of specialist in finance and accounting • Federal Diploma of expert in finance and controlling or equivalent desired • 8 years of experience as a financial analyst within the public sector, fiduciary, medium or large company • Practical experience in the field of the budgetary process and reporting • Ability to conduct several missions at the same time and to resolve sensitive and complex issues. • Excellent writing skills • Mastery of common computer applications (notably MS Office) and experience in the use of SAP desired. • Resistance to stress, very good management of time and priorities. • Compliance with standards and procedures and developed sense of responsibility and ethics of the public service. WHO ARE WE? ## The Service et d'analyse et de gestion financières (SAGEFI) is a State service of about twenty employees. Its missions are to establish financial planning, to conduct the budgetary process and to consolidate the State accounts. It advises and provides opinions on the application of financial regulations, notably regarding the granting and use of credits, and on the financial implications of departmental projects.
