The Service des énergies guarantees the distribution of electricity, gas, and drinking water to Yverdon-les-Bains, as well as to many neighboring villages, while ensuring the management of the public lighting network. To strengthen its distribution networks department, the Service des énergies is looking for a: Head of Multi-utility Studies and Implementation Unit at 80-100% Your main missions and responsibilities: Ensure the organization and management of the unit's activities. Lead, coordinate, and guarantee the successful implementation of studies and projects related to multi-utility distribution networks: water, gas, electricity, public lighting, fiber optics, as well as related works. Ensure the monitoring and compliance with investment notices, budgets, and technical, safety, and normative rules (SIA, VSS) related to the unit. Ensure the proper execution of civil engineering and infrastructure projects, the production of facility plans and diagrams, as well as their transmission to operations. Guarantee the link between the asset management process and the implementation processes, in collaboration with the asset manager for the selection and prioritization of projects in the annual roadmap. Participate in the implementation of public procurement tenders (AOMP) and ensure the monitoring of subcontracting and partners. Coordinate the unit's activities with other units of the service, the City and the subsidiary companies (YCAD, SAGENORD), as well as with external partners (engineering offices, companies, GRD). Ensure technical, regulatory, and normative monitoring, including technological developments (BIM, etc.). Ensure management standby duties according to a rotation. Your profile: You hold a HES or EPF engineering degree in civil engineering, or training deemed equivalent. You have additional training in project management and team management. You have proven experience of at least 5 years in personnel management and multi-utility construction project management. You have good knowledge of distribution networks (water, gas, electricity, heat) as well as SIA and VSS, SVGW, AEAI, ESTI standards. You master standard office tools (Word, Excel, PowerPoint) and professional software such as AutoCAD. Good knowledge of English is required; notions of German are an asset. You hold a category B driver's license and demonstrate availability and flexibility in your schedule.
