• 17 July 2026 • 100% • Permanent • Nordring 8, 3013 Berne • Log in to see the jobup.ch salary estimate As a competence center for digital transformation in criminal justice, HIJP Switzerland provides support to all authorities and actors in the criminal chain, from the police to the execution of criminal sanctions, including public prosecutors' offices and courts. Currently composed of nearly 25 people, our team accompanies the Confederation, the cantons, and the authorities on the path to digitization and standardization, from consulting to implementation. In doing so, we create the foundations that will allow for a gradual transition from a paper-based working method to electronic communication in the judicial field, thereby realizing the vision of a fully digitized process within the framework of criminal procedure. We are looking for a motivated person for the position of IT Service Manager (80-100 %) ## In this function, you assume responsibility for the deployment, operational operation, as well as the continuous development of the information system in the execution of detention and criminal sanctions (SIESP). In this context, you coordinate the collaboration between the cantons, the establishments, the suppliers, and other stakeholders. You ensure the sustainable operation of the service and develop it continuously in compliance with the agreed requirements regarding quality, deadlines, and performance. At the same time, you maintain a global vision of risks, service levels, operational processes, and stakeholder requests, and you ensure transparent reporting to the competent steering and decision-making bodies. You also handle IT requests from the team as first-level support, and you coordinate their implementation with our external IT service providers. As part of this varied and responsible function, you contribute resolutely to the stability, usability, and scalability of the SIESP service within the Swiss penitentiary sector. Your mission ### • You are responsible for the operational operation of the SIESP and ensure the quality of the service within the framework of current operations. • You monitor data deliveries and operational processes, analyze errors or disruptions, and coordinate the necessary measures. • You accompany the progressive connection of the cantons and coordinate deployments, tests, and versions, and you ensure the clarity of processes as well as operational and user documentation. • You act as a link between the cantons, specialized services, suppliers, and clients, ensure viable solutions, and provide your support regarding deployments and interfaces. • You collect new requirements, evaluate them from both technical and organizational perspectives, and work actively on the development of the service. • You are the internal contact person for IT-related requests and handle them as first-level support. You coordinate their implementation with our external IT service providers. • You implement the decisions of the steering and decision-making bodies, ensure reporting, maintain a global vision of risks, service levels, and service level agreements, and proceed with necessary acquisitions in compliance with current regulations. Your profile ### • You have a degree in business informatics or an engineering degree at the HES/university level, supplemented by relevant continuing education/certifications such as ITIL, HERMES, or others. • You have several years of experience in service management as a product owner or in application operations, IT project management, and/or in a comparable interface and coordination function. • Knowledge of public administration, particularly the execution of criminal sanctions in Switzerland, as well as experience with federal organizational structures, is an asset. • You have a good understanding of support processes, incident and change management, as well as a basic technical understanding of data flows, interfaces, authorization management, and IT operations. • You adopt a structured, analytical, and responsible approach, with the ability to clearly present interactions between business, technical, and organizational aspects, as well as to conduct negotiations. • You possess excellent communication and coordination skills, ease in relations with various stakeholders, as well as a stress-resistant, solution-oriented, and team-working personality. • You have very good language skills (written and oral, C1/C2) in French or German, as well as good knowledge of the other language. Knowledge of Italian is an asset.
