Contribute to the establishment of a new, family-oriented and trauma-pedagogical offering in the Canton of Luzern!

Initial Situation

The Fachstelle Kinderbetreuung Luzern and Subito Kriseninterventionen are developing a new trauma-pedagogical, family-based intensive care offering on behalf of the Canton of Luzern. The offering is aimed at children, adolescents and young adults up to a maximum of 25 years with highly stressful attachment and relationship experiences as well as challenging behaviors for which existing residential living forms or foster care arrangements are not sufficiently sustainable. The goal is for the children and adolescents to live in the home of a person with training in the social sector, who undertakes this task as a main occupation and receives additional support from other people from their own as well as professional environment.

The first project phase from 1 January 2027 to 31 December 2027 serves to carefully develop the professional and organizational foundations and to prepare the implementation from 2028. For this purpose, we are looking for an enterprising, connecting and professionally strong personality who enjoys building new things, bringing people together and effectively translating trauma-pedagogical knowledge into practice.

Your Task

In the role of Project Management, you will shape the establishment work of an innovative offering with high professional and social importance. You will develop sustainable foundations, manage the project process, network central partners and contribute trauma-pedagogical expertise so that an effective, family-based intensive care offering can start from 2028.

Your main tasks in detail

• Establishment of the project organization with the two cooperation partners Fachstelle Kinderbetreuung and Subito Kriseninterventionen and other relevant stakeholders including management of a project team
• Development of the concept for the trauma-pedagogical, family-based intensive care with occasional involvement of external trauma-pedagogical expertise and in cooperation with the future care persons
• Definition of the admission and exclusion criteria as well as the concrete service contents
• Development of a sustainable solution for the daily structure if no school place is temporarily available
• Establishment of cooperation with the Luzerner Psychiatrie and development of a cooperation agreement
• Elaboration of the job descriptions and recruitment of the future care staff, early involvement of the main care person in the concept development is desired
• Preparation of the employment contracts and other employment documents for care persons including the involvement of legal expertise
• Setting up the professional support for the care persons, in particular group supervision
• Announcement of the project to important referring agencies in cooperation with the management of the two cooperation partners
• Development of instruments for the evaluation of the second pilot project phase as well as a structure for the detailed interim report
• Creation of the report on the first project phase for DISG/KOSEG including submission of the concept for the service offering

What you bring with you

We are looking for a reflective, courageous and connecting personality who brings joy and passion for innovative pioneer work. Particularly relevant for this task are:

• Education in Social Work, Social Pedagogy, Special Education, Psychology or a comparable qualification
• Several years of experience in child and youth welfare, ideally in the residential sector or in foster care
• Sound knowledge of trauma pedagogy, attachment theory and trauma-sensitive relationship design
• Experience in project management, concept development and interdisciplinary cooperation
• Readiness for equivalent cooperation with different stakeholders and enjoyment of participatory decision-making and working formats
• Confidence and independence in written work, in reporting, in dealing with digital tools and in the development of professional foundations
• High independence, very good work organization and enjoyment of developing concrete next steps from ideas
• Communication strength, networking ability and the gift to constructively involve different actors
