Head of HR Advisory (H&F)

Since the centralization of March 2025, we have been combining our strengths: about thirty employees from HR Advisory, the HR Helpdesk, and the HR Expert Network work in a network to develop our services with professionalism and a customer-oriented logic. The transformation is progressing -- all that is missing is you! In your role as Head of HR Advisory, you will lead a team of 13 HR advisors working in decentralized structures. You will set milestones, strengthen collaboration, and ensure convincing advisory quality. You will enrich the HR management team of the DSE with your perspectives and participate in the evolution of our HR domain, thanks to your direct influence and great latitude for action. Your tasks • Lead the HR Advisory team • Pursue the development of HR Advisory in its role as a reliable and efficient partner for our offices and other administrative units • Participate in the configuration and optimization of the centralized HR organization, its processes, and its structures • Ensure a uniform image and consistent quality standards valid for all HR areas • Intensify collaboration between areas within the DSE HR • Weave and maintain strong and trust-based relationships with the relevant internal groups • Support and guide HR advisors facing complex issues • Intervene on strategic HR themes and on processes of change and organizational evolution Your profile • Several years of management experience in HR, preferably within a large organization or a complex entity • Experience with transformation, change, and implementation phases • Sound understanding of modern HR advisory and a consistent, customer-oriented service system • Ability to connect people and coordinate teams, while knowing how to implement common standards • Excellent social skills and irreproachable integrity • Convincing confidence and communication talent for interactions with different stakeholders • Strategic thinking, pragmatism, practical sense, and persuasiveness • Aspiration for collective work aimed at sustainably pursuing the development of structures and solutions We offer you • A key role, accompanied by great latitude for action, in a phase marked by evolution • A passionate, highly professional, and clearly motivated HR team • A mode of collaboration that is equal, frank, and benevolent • A great variety of challenges, with strategic and operational consequences • The chance to play an active role in the creation of a modern and future-oriented HR service Contact Are you the person we are looking for? With approximately 4500 employees, the Direction de la sécurité du canton de Berne ensures protection and security in the canton on a daily basis, assuming various tasks and great responsibilities in service of the community. The Secrétariat général (SG) is located at the crossroads between the offices, the Police cantonale bernoise, and the security director. It serves as a staff office and supports the security director in operational and political functions. Within the Resource Service Center of the SG, about 90 employees provide services in the areas of finance and controlling, HR, and IT for the offices and the Direction.
