Job Description ##

The regional employment offices (ORP) of the canton of Vaud, attached to the Direction générale de l'emploi et marché du travail (DGEM), are responsible for assisting clients in their job search and supporting employers in recruiting personnel. They play a key role in the implementation of employment policy and the fight against unemployment.

In your capacity as a personnel advisor, you work within the framework of supporting the professional integration of people seeking employment. In this perspective, you follow and advise each client of the Service public de l'emploi, with the objective of their rapid and sustainable placement on the labor market. You select appropriate placement strategies and have specific measures available to allow for the development of each person's employability. You are also the guarantor of compliance with legal requirements for the people within your portfolio.

Thanks to the quality and relevance of your candidate proposals, you are a preferred partner for companies in their personnel searches. You develop and maintain relationships with companies in the regional economic fabric, present them with the services and measures offered by the ORP, and identify new placement opportunities for clients.

Responsibilities ##

• Establish a reintegration strategy for each client in a personalized manner that is always adapted to their needs and profile;
• Activate and advise each client through counseling and follow-up interviews;
• Conduct professional assessments and developments of professional and personal skills of the people within their portfolio through the granting of improvement and training measures;
• Actively support the proposal of vacant positions to clients of the Service public de l'emploi;
• Ensure, in accordance with federal and cantonal laws on unemployment insurance, compliance with the obligations and placement suitability of users;
• Perform permanent updates of the computer database (Plasta) and the routine management of administrative tasks for each client;
• Strengthen collaboration with various inter-institutional partners (Social Services, Office de l'assurance-invalidité, etc.);
• Develop and maintain contacts with companies in the regional economic fabric in order to promote the services and measures of the ORP and to identify placement opportunities for clients of the Service public de l'emploi.

Qualifications ##

• Federal diploma of specialist in HR, specialist in social insurance, or personnel advisor, completed or in progress.
• Several years of experience in the fields of counseling and placement, socio-professional reintegration, or HR.
• Ability to develop and maintain a network of partners and companies, with real ease in external contacts.
• Good knowledge of the employment market and the Vaud economic fabric.
• Sensitive to the legal aspects of HR follow-up within your experiences.
• Relational and social skills oriented towards results.
• Rigor and precision in the execution of tasks.
• Proven listening skills and client orientation.
• Good resistance to stress.

The absence of a recognized diploma such as mentioned in the job description results in the application of salary class 9.
