Composed of a wide range of professions, the administration of the Ville de Lancy is divided into 11 municipal services, including the Service des travaux et de l'énergie (STE).

The Service des travaux et de l'énergie ensures the construction, maintenance, and renovation of communal heritage. It manages roads, buildings, networks, and infrastructure. The STE also implements the energy policy of the Ville.

Your mission:

Ensure the functioning of the unit and the teams and contribute to the achievement of the service's objectives, by providing advice, operational support, and professional expertise to its hierarchy while ensuring the supervision of the unit's projects.

Your main activities

• Lead and coordinate activities and teams to guarantee efficient execution of missions within deadlines, while accompanying, supervising, and supporting team leaders and/or employees in the execution of their activities and the development of their skills.
• Ensure the management of human resources for their teams, from daily supervision to employee development.
• Actively contribute to the achievement of objectives, service projects, and cross-functional initiatives, by providing professional expertise, advice, and operational support.
• Advise the head of service by providing expertise and conveying field realities, needs, challenges, and opportunities, while guaranteeing efficient processing of requests and follow-up on grievances.
• Contribute, alongside the head of service, to the preparation and monitoring of operating and investment budgets, and manage the budgets for roads, communal pipelines (FIA and non-FIA), and extinguishing installations (hydrants), ensuring their optimal use.
• Design civil engineering projects (structures, road and hydraulic developments) by integrating issues of sustainability, life cycle, and maintainability, while validating calculation hypotheses and fee offers from contractors.
• Ensure complete project management, from studies to building permits and financial plans, guaranteeing rigorous monitoring of technical, administrative, and financial aspects, notably budget preparation, expenditure monitoring, identification of variances, and invoice control.
• Direct the execution of works by coordinating construction sites, acceptance of works, follow-up of guarantees, and monitoring of contractors, in compliance with costs, deadlines, and quality requirements.

Your qualifications and skills

• Hold a HES or university degree in civil engineering at Bachelor level or equivalent
• Demonstrate a minimum of 5 years of professional experience in the same field of activity, particularly in the design of civil engineering structures
• Demonstrate an aptitude for management and team leadership
• Have a strong ability to work in project mode and on several files simultaneously
• Master building permit procedures and AIMP
• Have an excellent command of French, both oral and written
• Demonstrate ease in the use of common office tools
• Be occasionally available to represent the service during commissions, public presentations, and municipal events, particularly outside of regular hours
