Head of the Construction and Urban Planning Department (100 %)

Main missions:

Direct the instruction of building permit applications, from the formal and substantive examination to the decision. This includes the public inquiry process, the processing of objections, coordination with municipal and cantonal services and the Commission cantonale des constructions, as well as appeals. Exercise construction police.

Ensure the follow-up of the global revision of the PAZ and the RCCZ until its approval, then lead its implementation and adaptations, as well as direct the establishment of special plans and other instruments relating to land-use planning.

Update legal bases and municipal directives regarding construction and urban planning.

Participate in the development, management, and remediation of the municipal real estate portfolio.

Coordinate in this context all public and private partners working at the local, regional, cantonal, and federal levels.

Prepare and attend meetings of the construction commission and draft decision proposals for the Conseil municipal, then ensure their follow-up.

Serve a continuous mission of information and support to the Conseil municipal and the population.

Preference will be given to persons whose profile corresponds to the following requirements:

EPF, HES, or ES diploma in architecture, civil engineering, land-use planning, or a related field. A career as a dessinateur/dessinatrice CFC completed by solid experience in building permits will also be considered.

At least 5 years of experience in conducting relevant projects, or in a similar position within a public administration or a private company.

Excellent knowledge of construction law, land-use planning, and administrative procedures.

Proficiency in standard and function-specific IT tools.

Ability to work in a team.

Writing skills.

Sense of discretion, interpersonal and organizational qualities.

Analytical and synthetic spirit, autonomous, rigorous, and versatile.

French as a native language, knowledge of English is a plus.
