IT Entity Manager for Security IS

Job Description ##

In an environment where information systems are at the heart of performance and the continuity of public services, we are looking for a Product/Service Line Manager for Security IS.

You will manage a portfolio of major and critical business applications, used by numerous users of the services of the State of Vaud in the field of public security. You will be at the heart of the coordination of specialists assuming key roles and demanding partners, as well as the management of a significant budget, in order to guarantee the security, continuity, and evolution of these systems.

You have solid experience in managing a large IT entity, a strategic vision, and recognized leadership? Then this challenge is made for you.

Responsibilities ##

Main missions:

• Manage the product/service catalogue of the line and plan its evolution to guarantee its security, effectiveness, and efficiency, and to respond to the challenges of the beneficiary services and the DGNSI
• Ensure, for the line, the development of new products/services that meet information security, effectiveness, and efficiency requirements throughout their entire life cycle
• Ensure the maintenance, operation, and support of the line's products/services
• Lead the teams, activities, and resources of the product/service line, ensuring the achievement of objectives in compliance with the operating rules and the values of the DGNSI
• Participate in the management of the Business Products/Services domain

Qualifications ##

Profile sought:

• Master's degree in the field of information systems or equivalent title
• Training in management and knowledge of management principles according to EFQM and ISO 9000
• Proven experience within large-scale organizations with the management of a medium-sized IT team
• Knowledge of the public security field
• General ITIL knowledge and good knowledge of recent software development techniques
• Ability to develop organizational agility by strengthening the autonomy and responsibility of teams
• Ability to prioritize, arbitrate, and unite a team in an environment with high availability requirements
• Strong leadership with an aptitude to promote cross-functional collaboration
• Communication and collaboration skills with technical, business, and executive interlocutors
• Global vision and sense of perspective
• Sense of responsibility, service continuity, and public service ethics

Special on-call duties:

• May be required to work outside of regular working hours (night, Saturday, Sunday, or public holidays)
• Police accreditation required
