Your tasks -- strategic, formative and impactful

• Overall responsibility for the secure, reliable and future-oriented provision of the ICT services of the Kanton Basel-Landschaft as well as their strategic further development
• Leadership of the Zentrale Informatik with its four business areas and their heads as well as shaping a high-performance, binding and development-oriented leadership culture
• Forward-looking further development of the ICT service portfolio and the organization, taking into account technological developments, strategic goals, financial framework conditions and future needs of the administration
• Steering of complex governance, political and legal matters as well as preparation of decision-making bases for the executive management
• Active co-shaping of the cantonal digitalization agenda and representation of the interests of the Zentrale Informatik in strategic steering committees
• Representation of the Kanton Basel-Landschaft in cantonal, intercantonal and national IT and digitalization committees as well as maintenance of important strategic partnerships
• Personal communication and positioning of the Zentrale Informatik towards employees, managers, administration, politics and other stakeholders -- from talks and presentations to moderations and management events
• Exercise of the required administrative, financial and personnel law leadership responsibility as well as project committee activities

Your profile -- experienced, integrating and shaping

• Completed Master's degree in Business Information Systems, Business Administration, Computer Science or Engineering at a university of applied sciences or university/ETH as well as complementary further training
• Several years of experience in ICT service operations, ICT platform development or ICT project and architecture development -- ideally at the interface between service recipients, management and technical experts
• Several years of experience in a highly regulated industry or in public administration; familiar with political decision-making processes, regulatory framework conditions and the specific requirements for ICT in the administration
• Leadership experience at middle or higher management level, especially in the leadership of managers
• Strong strategic thinking and the ability to connect, prioritize and communicate complex technological, organizational and political issues in an understandable way
• Inspiring and transformational leadership personality with high communication and mediation skills as well as strong skill in consensus building
• Confident in dealing with conflicts, crises and different interests; high resilience as well as the ability to act consistently, with integrity and goal-orientation even under demanding framework conditions
• Empathic, team-oriented and convincing personality with a strong understanding of different stakeholders and enjoyment in actively shaping changes

Zentrale Informatik

The Zentrale Informatik is the competence and service center of the cantonal administration for all IT matters. It supports the State Chancellery, the directorates and the courts in the economical, efficient and effective fulfillment of their tasks through targeted digitalization and automation. The range of services includes the implementation of cross-directorate digitalization projects, ensuring basic IT provision, the operation and further development of business applications as well as the management of information security.
