Bern, Switzerland | 80-100% (job sharing possible) The contribution you can make <br /> • Be responsible for the data application services, analytics and AI group from a technical, financial and personnel perspective and collaborate in the IT division management team. • Ensure the continuous evolution and secure, reliable and efficient management of modern services in the field of data, analytics and AI. • Take responsibility for qualitatively valid solutions in the sectors of labor market statistics, measurement of Cantonal results, and support for the management of cantonal services and unemployment funds. • Strategically develop the service architecture for data, analytics and AI common to the entire unemployment insurance, creating a <<Single Source of Truth>>. • Promote innovative data-driven approaches, such as predictive analytics and AI, and ensure their adoption by executive bodies, steering bodies and research. • Collect, analyze and implement the requirements of specialist sectors in a customer-oriented manner, transforming them into integrated solutions adequate to the needs. • Guarantee the agreed service levels and a stable, efficient and future-oriented operation of the applications. • Guarantee customer-oriented assistance and comprehensive consulting to business process managers and user representatives, as well as smooth collaboration with the technical department. • Manage projects, relationships with suppliers and procurement projects. <br /> What distinguishes you <br /> • University degree or additional higher education (SSS/SPD) in computer science, business informatics or a related field. • Continuing education in the field of data, analytics and AI constitutes a preferential qualification. • Several years of experience in the field of data, analytics and AI and in the context of complex organizations. • Managerial experience and strong strategic and conceptual skills in data, analytics and AI services and in the context of IT architecture. • Experience in the sector of customized development of mission-critical applications and best-of-breed applications / architectures. • Strong analytical, conceptual, organizational and communicative skills, as well as leadership skills and competence in transformation projects and change management oriented towards agile methodology. • Attention to customer needs, service and results orientation, motivation, practical and pragmatic spirit and the ability to work under pressure and independently. • A future-oriented person, inclined towards innovation and willing to design and implement long-term improvements together with a motivated team. Several years of experience and great skill in managing organizational changes. • Good active written and oral knowledge of two official languages and passive knowledge of a third language; knowledge of English constitutes a preferential qualification. <br /> In summary The Labor Directorate of SECO is part of the Confederation's competence center for all key issues related to labor market policy and unemployment insurance (AD). The Labor Market / Unemployment Insurance service area is responsible for the application of the unemployment insurance law and the public placement service. The data application services, analytics and AI group is part of the IT division and contributes to the realization of the future strategy in data, analytics and AI, to the monthly processing of official statistics on the labor market in Switzerland, as well as to the development and management of modern services in the field of data, analytics and AI, thereby contributing significantly to the digital transformation of Swiss unemployment insurance.
