Le Service des travaux et de l’énergie ensures the construction, maintenance and renovation of the communal heritage. It manages roads, buildings, networks and infrastructures. In order to contribute to the proper functioning of the Civil engineering unit of its service, the STE of the Ville de Lancy is looking for a: HEAD OF CIVIL ENGINEERING UNIT_90% Your mission: Ensure the functioning of the unit and the teams and contribute to the achievement of the service objectives, by providing advice, operational support and professional expertise to its hierarchy while ensuring the supervision of the unit's projects. Your main activities Lead and coordinate activities and teams in order to guarantee an efficient execution of missions within the deadlines, while accompanying, supervising and supporting team leaders and/or employees in the execution of their activities and the development of their skills. Ensure the management of human resources for its teams, from daily supervision to the development of employees. Actively contribute to the achievement of objectives, to the service projects and to transversal initiatives, by providing professional expertise, advice and operational support. Advise the head of service by making expertise available and by relaying the realities, needs, challenges and opportunities from the field, while guaranteeing efficient processing of requests and follow-up of grievances. Contribute, alongside the head of service, to the preparation and monitoring of operating and investment budgets, and lead the budgets for roads, communal pipes (FIA and non-FIA) and fire extinguishing installations (hydrants), ensuring their optimal use. Design civil engineering projects (engineering structures, road and hydraulic developments) by integrating challenges of sustainability, life cycle and maintainability, while validating calculation hypotheses and the fee offers of contractors. Ensure complete management of projects, from studies to building permits and financial plans, guaranteeing rigorous monitoring of technical, administrative and financial aspects, notably the preparation of budgets, monitoring of expenditures, identification of variances and control of invoicing. Direct the execution of works by coordinating construction sites, the acceptance of works, the monitoring of guarantees and the control of contractors, in compliance with costs, deadlines and quality requirements. Your qualifications and skills Be holder of a HES or university diploma in civil engineering at Bachelor level or equivalent Justify at least 5 years of professional experience in the same field of activity, notably in the design of civil engineering structures Demonstrate an aptitude for management and team leadership Have a strong capacity to work in project mode and on several files simultaneously Master building permit procedures and AIMP Have an excellent command of French, both oral and written Demonstrate ease in using common office tools Be occasionally available to represent the service during commissions, public presentations and communal events, notably outside of usual hours Additional information: Application deadline: 30 August 2026 Start date: 1 October 2026 Activity rate: 90% Contract type: CDI Remuneration: class 19 (Click here for the class) Workplace: avenue Eugène Lance 1 - 1212 Grand-Lancy Ready to take on new challenges?
