To accompany its territorial evolution, the Urban Planning department plays a driving role in planning, the enhancement of public spaces, and the harmonious development of the living environment.

As the current holder of the position has exercised their right to retirement, the Ville de Crissier is opening applications for the position of

Head of Urban Planning Department at 100 %

in order to continue the development of the Ville and the missions of the Urban Planning department.

Your general mission and positioning:

Under the authority of the municipal councillor in charge of this department, you will design the municipality of tomorrow and guarantee harmonious, sustainable territorial development in compliance with the legal framework, while ensuring a high-quality public service.

Your main missions

• Lead the territorial development of Crissier based on regional and municipal guidelines, in strict compliance with the current legal framework, in particular the Federal Act on Spatial Planning (LAT), the Cantonal Law on Spatial Planning and Construction (LATC) as well as municipal regulations;
• Advance the development of areas that have been subject to localized master plans and through other partial zoning plans and neighborhood plans;
• Inform and advise developers and owners to encourage them to present projects that are compliant and of high quality with municipal planning;
• Manage, motivate, and develop a team of 7 people;
• Develop and maintain inter-service relations within the municipal administration.

Your profile:

• You hold a Master's degree in urban planning and spatial development OR an architect's degree (EPF or HES) OR a degree in geography: option territorial development or environmental management;
• Complementary training: AEAI, spatial planning (e.g., CEAT-EPFL, IDHEAP); Construction and planning law;
• Training in team management;
• 10 years of confirmed experience in a similar function.

Key competencies:

• Mastery of laws, standards, and regulations on spatial planning (LAT and LATC), mobility LRou (LMob), the environment (LE), construction law, and land law. Recognized expertise in planning (zoning plans, master plans) and sustainable development;
• Ability to lead a multidisciplinary team (administrative staff, construction police technicians, urban planners), budget management, and management of mandates (urban planners, architects, mobility and environment engineers).
• Ability to manage several teams of consultants in the field of urban planning
• Sensitivity to the financial aspects of development, as well as environmental issues
• Quality of cooperation with cantonal services, as well as with the SDOL (Stratégie et développement de l'Ouest lausannois) offices
