Department Management Controller - 80%

As part of your function within the psychiatry department, you assist the administrative and financial manager (RAF) and integrate into their team by actively collaborating in the effective management of the department and its services, and providing your financial expertise. You collaborate in the development of the department's budget and objectives, as well as those of its services, within the established budgetary framework, and verify their implementation. You participate in the development of management tools and the monitoring of indicators and dashboards to verify their implementation. You identify, catalog, and evaluate the financial impact of the set objectives and the budgetary means/demands of the services in order to prepare them for the negotiations undertaken by the RAF with the concerned services. You participate in the operational management control of the services, reporting (financial and activity) and assist the service managers in their operational management. To this end, you analyze the management indicators, exploit them statistically, and highlight the key points, analyze the discrepancies (budgets/forecasts/achievements) and propose corrections with the RAF and their deputy. You participate in the analysis of the results of the management accounting. You also carry out economic and financial analyses as well as business plans related to the development of the activity. You accomplish these tasks in close collaboration with the managers of the medical, care, and HR services of the department. You hold a higher education degree of the HEG type, completed by a university-level degree in the relevant fields, or a university Bachelor's degree in economics/management/management control. You possess knowledge of budgetary processes, management control, accounting, reporting, the organization of the Swiss healthcare system, and its financing, as well as dashboards. You are comfortable with the use of usual computer tools for this function (MS-Office, Business Object, Qlickview, or other data analysis software, and have good knowledge of an ERP of the Qualiac/CEGID type). You have 3 years of experience in positions related to management control, financial management, or medico-economic analysis. An organized and rigorous person, you are able to work autonomously and demonstrate adaptability. You know how to manage priorities and take the necessary initiatives. With strong analytical and synthesis capabilities, you are able to identify financial issues and explain significant discrepancies. You propose adapted solutions to the issues while respecting the existing framework with pragmatism and vivacity of mind. Flexible and having a good sense of relationships, you know how to develop constructive relationships with your contacts. You have a sense of confidentiality. The department also supports quality training in psychotherapy. Finally, the department seeks to understand the origins of mental disorders using cognitive and affective neuroscience, a true flagship of the Geneva site. To this end, it conducts academic and clinical research oriented towards the patient, meeting a high level of quality. Composed of 6 medical services, the department provides both hospital (3,800 hospital cases, 126,000 hospitalization days) and outpatient (220,000 treatments) care.
