Committed to the quality of public service, the Ville de La Chaux-de-Fonds is looking for a: Head of Department 80 % - 100 % Service des bâtiments et du logement Your mission / You are in charge of the direction and management of the Service des bâtiments et du logement as well as its various areas of activity. In direct link with the department management, you ensure the strategic and operational leadership of this transversal service and contribute to the definition and implementation of the policy for the enhancement and management of the City's real estate heritage. You pilot large-scale projects and files, ensuring their planning, coordination, and follow-up, particularly in the fields of construction, renovation, maintenance, and real estate management. You also ensure the administrative and financial management of the service, notably budget monitoring, and ensure the efficient use of resources. As part of your duties, you collaborate with numerous internal and external partners, participate in various working groups, and represent the service in the relevant bodies and commissions. You also contribute to strategic reflections related to the evolution of the built heritage and the development challenges of the City. Your profile / Personal skills / You have a higher education degree at university or HES level, or a title deemed equivalent, and can claim a confirmed professional career in the leadership of an organization, an entity, or complex and large-scale projects. Training in architecture, combined with confirmed professional experience in the field, particularly corresponds to the sought-after profile. We also consider with interest applications from other training backgrounds, particularly when they are based on solid experience in the fields of construction, building technology, or real estate management. You demonstrate a real capacity to understand the challenges related to built heritage, its management, and its enhancement, and you know how to rely on professional skills and expertise to inform decisions and drive action. You benefit from confirmed experience in a leadership function, particularly in management and team leadership, and know how to unite, mobilize, and support your employees. You are recognized for your ability to decide, to provide direction, and to advance large-scale files. Possessing an excellent sense of organization, you demonstrate leadership, excellent analytical and synthesis skills, and ease in communication. Autonomous, structured, rigorous, and proactive, you know how to combine strategic, operational, financial, and human challenges. Required to evolve in a political and institutional context, you understand its challenges and modes of operation. Experience in the public sector constitutes an asset.
