In the context of the retirement of the position holder, the Infrastructure Department is looking for a: Head of the Infrastructure Department at 100% Your mission At the head of a department of more than 60 employees, you ensure the strategic and operational direction of the Department. You specifically have the responsibility to: * Define and propose the strategic orientations of the Infrastructure Department, in coherence with the objectives of the Municipality and the territorial, environmental and financial challenges of the City. * Advise the Municipality in the areas falling under your responsibility, prepare the necessary elements for decision-making and be a source of proposals. * Ensure the operational management of the department, ensure the quality and efficiency of services and coordinate the different sectors as well as cross-functional projects. * Lead strategic projects and the department's investment programs, guaranteeing their coordination, monitoring and realization in compliance with the objectives, deadlines and available resources. * Lead and unite an organization of more than 60 employees, promoting a managerial culture based on trust, autonomy, responsibility and collaboration. * Support teams in organizational evolutions, ensure the adequacy between resources, skills and the needs of the department and contribute to skill development. * Prepare and manage operating and investment budgets, ensure responsible management of public resources and guarantee the financial monitoring of projects and investments. * Anticipate legislative, regulatory, technical and societal evolutions likely to influence the activities of the department and the public policies of the City. * Represent the City before authorities, institutional partners, associations and regional or cantonal actors, and develop collaborations promoting a coherent and concerted vision of infrastructure-related issues. * Guarantee compliance with the legal framework, directives and municipal decisions, while ensuring safety, quality of services and the general interest. Your profile You have proven experience in leading strategic projects and change management, as well as an excellent knowledge of public procurement and the Swiss legal framework applicable to your field. You have solid experience in managing and leading teams and are comfortable in a political and institutional environment. Furthermore, you have very good analytical, synthesis, writing and communication skills. Higher education in civil engineering or an equivalent field from an EPF or a HES, good knowledge of the functioning of a public community and the Vaudois institutional environment, as well as experience in several areas covered by the Infrastructure Department, constitute assets. A particular sensitivity to sustainability and ecological transition issues will also be appreciated.
