You contribute to the missions of the Direction des finances (DF) under the hierarchical responsibility of the head of the Pilotage médico-économique pole.

In your capacity as head of the decision support information service, you are responsible for leading teams of IT engineers and economic statisticians tasked with carrying out the missions of the service de l'information décisionnelle (SID).

You must define and implement the decision IT strategy by supervising the evolutionary development and maintenance tasks of the institutional decision IT base, which includes a data warehouse and several dozen dashboards and analysis tools for the strategic and operational steering of the HUG in various key business sectors (institutional steering, patient flow, quality of care, medical statistics, emergency and operating room sectors, finance, human resources, billing).

You direct and validate the technical evolution works of the decision IT base. You support the development team in its skill development, ensuring the application of standards, methodologies, tools, and development best practices in compliance with the standards defined for this decision base.

You must also supervise the exploitation of medico-economic data to support the strategic financial processes of cost accounting (REKOLE, ITAR-K).

You must also guarantee the legal obligations for transmitting medico-economic data (for example OFS statistics, ANQ, SwissDRG) and relations with external organizations.

You participate in reducing billing delays and optimizing billing quality by ensuring the evolutionary maintenance of IT tools for the coding of hospital stays (list of cases to be coded, alerts to coders, and follow-up of clinical documentation).

You are responsible for managing the organizational repository (POS) of the hospital IS and continuously improving its model and quality in connection with IT.

You contribute to the evolution projects of the financial information system (SIF) by providing project management assistance (AMOA) services for the projects of the Direction des finances.

You hold a Master's degree in Computer Science (computer systems or computer science) or an equivalent title. A specialization in the field of business intelligence or decision informatics is indispensable.

You have at least 8 years of experience in project management aimed at deploying decision system architectures and analysis and steering tools (statistics, indicators, and dashboards).

You demonstrate an excellent capacity for abstraction and conceptualization, and you are comfortable analyzing and modeling complex, multi-domain data.

You master health data regulations.

You can justify managerial experience in managing expert teams and have demonstrated the ability to mobilize teams for the realization of IT projects in a demanding environment.

You have the ability to prioritize in a complex environment, as well as the ability to influence.

You are perfectly comfortable in interpersonal relations and multi-stakeholder communication.

You work with great autonomy, while knowing how to collaborate with various teams and support working groups.

Your rigor, your sense of analysis, and your ability to structure complex situations are essential to succeed in this function.

The Direction des finances of the HUG is responsible for the financial, budgetary, and accounting management of the hospital, the administrative management of patients, the setting of tariffs and billing, investment planning, and the development and maintenance of business intelligence. It manages a budget of nearly 2 billion francs, processes and controls more than one million supplier invoices and more than one million patient invoices. Finally, it is responsible for the production of all official statistics transmitted to health authorities and steering indicators. Furthermore, it follows issues touching on health economics and hospital financing.
