Head of Continuing Education for State Personnel Who are we? Le Service du personnel et d-organisation (SPO), which is a central service of l-Etat de Fribourg, implements the management and leadership of human resources and the organization of the canton. The SPO acts in accordance with legal provisions as well as the policies and strategies decided by the Conseil d'Etat. In addition, it ensures at the operational level the payment of salaries for all l-Etat personnel.   The section « Développement du personnel et de l-organisation » has as its main missions organizational and professional development, including initial vocational training and continuing education, the management of job analysis as well as support for the budgetary procedure (position management). Join our team and play a key role in the implementation of measures and projects related to continuing education. You will act at the heart of skills development, by designing training systems and deploying measures adapted to field realities. You will also contribute to strengthening the support of employees and managers in their professional practice, while promoting learning processes and supporting the transfer of skills. Your missions • Collect skills development needs • Advise and support the various stakeholders • Lead projects in order to design and implement training and continuing education programs, as well as support measures • Coordinate management mandates (outsourcing of training programs) • Manage the training program for managers and senior managers • Support and accompany the digitalization of the continuing education offer • Ensure the application of legal bases in HR matters and notably in relation to training • Monitor the training budget, ensure quality monitoring and the evaluation of skills development systems Desired profile • Bachelor/Master (UNI / HES) or equivalent training • Several years of experience in the field of training or skills development • Additional training in the field of personnel development, an asset • Experience in project management • Knowledge of public procurement, an asset • Excellent writing and communication skills • Result orientation and ability to propose solutions adapted to the public administration environment • Very good mastery of digital tools • Mastery of the French or German language with excellent knowledge of the other official language Contact details of contact persons Simon Meier, Chef de section « Développement du personnel et de l'organisation », Écrire un email, T +41 26 305 51 07
